Images to PDF, and PDF to images

Images to PDF turns JPG, PNG, WebP, GIF, BMP and HEIC pictures into one PDF entirely inside your browser. Each image is downscaled and re-encoded before it goes in, so a set of phone photos becomes a PDF of a few megabytes instead of a hundred. Nothing is uploaded, and the same tool turns any PDF page back into a PNG or JPEG.

How to convert images to PDF

  1. Add your files

    Press Select images or drop them onto the box. Up to 500 images per PDF, or one PDF when you are going the other way.

  2. Set the options

    Choose the page size, compression and maximum image size. The estimated PDF size updates as you change them, so there are no surprises.

  3. Download

    Press Convert to PDF and save the result. The finished size is shown, and if it is still large the page offers to rebuild it smaller.

What this tool does

Sensible file sizes by default

Phone photos are 12 megapixels or more, and dropping them into a PDF untouched is how you end up with a 100MB file. Each image is downscaled to your chosen maximum and re-encoded before it goes in, which typically makes the PDF four to twenty times smaller. Set compression to Original if you want every pixel kept.

Every format a phone or camera produces

JPG, PNG, WebP, GIF and BMP are read directly. HEIC and HEIF photos from an iPhone are decoded to JPEG in your browser when you add them. EXIF orientation is respected, so a photo taken sideways is not rotated wrongly in the PDF.

Control over the page, not just the file

Fit the page to each image, or lay images onto A4 or Letter with automatic, portrait or landscape orientation. Choose no, small or large margins, and whether an image fits inside the page, fills it or stretches to it.

Reorder and rotate before you convert

Drag a thumbnail to move it, or use the arrows underneath. Rotate any image 90 degrees at a time. The page order in the grid is the page order in the PDF.

The other direction too

Switch to PDF to Images and every page is rendered as a PNG or JPEG at 72, 150, 200 or 300 dpi. Pick just the pages you need; several pages download together as a zip.

Nothing is uploaded

The conversion runs in your browser using pdf-lib and pdf.js. No file is sent to a server, there is no queue and nothing is stored, so the tool keeps working even if you lose your connection after the page has loaded.

Frequently asked questions

How large will my PDF be?
With the defaults, High quality and a 2480px maximum, a batch of phone photos usually comes out four to twenty times smaller than the photos themselves. A test with five 12-megapixel photos totalling 31.7MB produced an 8.0MB PDF at High, 1.2MB at Medium and 0.4MB at Low. The estimate above the button is measured from your own images, not guessed.
Can I use HEIC photos from my iPhone?
Yes. HEIC and HEIF files are decoded to JPEG in your browser when you add them, on your device like everything else here. If a file cannot be read, the reason appears under its thumbnail rather than failing silently.
How many images or pages can I handle at once?
Up to 500 images in one PDF, and a PDF of up to 300 pages the other way. Everything runs on your device, so very large jobs depend on your memory and speed. On an older phone, work in smaller batches.
Are my files uploaded anywhere?
No. Images and PDFs are converted inside your browser, and nothing is ever sent to a server.
Which formats are supported?
For Images to PDF you can add JPG, PNG, WebP, GIF, BMP, HEIC and HEIF, and mix them freely. For PDF to Images each page is saved as a PNG or a JPEG.
Will the quality drop?
That is up to you. Original keeps every pixel and re-encodes nothing, so the PDF is about as large as the photos. High is the default and is hard to tell from the original on screen or in print at A4. Medium and Low trade visible sharpness for a much smaller file.
Can I reorder or choose pages?
Yes. For Images to PDF, drag the thumbnails or use the arrows to set the page order, and rotate any image. For PDF to Images, tap the pages you want so you can export just those.
